God gave mankind volition, the right and ability to make choices, good and bad.

Genesis 2: 16-17;

16 And the Lord God commanded the man, “You are free to eat from any tree in the garden; 17 but you must not eat from the tree of the knowledge of good and evil, for when you eat from it you will certainly die.”

Isaiah 1:16-20;

16 Wash and make yourselves clean.
    
Take your evil deeds out of my sight;
    
stop doing wrong.17 Learn to do right; seek justice.
    
Defend the oppressed.[a]Take up the cause of the fatherless;
    
plead the case of the widow.

18 “Come now, let us settle the matter,”
    
says the Lord.“Though your sins are like scarlet,
    
they shall be as white as snow;though they are red as crimson,
    
they shall be like wool.19 If you are willing and obedient,
    
you will eat the good things of the land;20 but if you resist and rebel,
    
you will be devoured by the sword.”For the mouth of the Lord has spoken.

Luke 6:27;

 “But to you who are listening I say: Love your enemies, do good to those who hate you

John 17:17;

Sanctify them by[a] the truth; your word is truth.

Acts 17:27, 30;

27 God did this so that they would seek him and perhaps reach out for him and find him, though he is not far from any one of us.

30 In the past God overlooked such ignorance, but now he commands all people everywhere to repent.
